We are currently seeking a Management Analyst to work onsite with the National Institutes of Health in Bethesda, MD.

TASKS/SERVICES. The contractor shall:

  • Participate in communications with major organizational segments requiring constant attention to extensive formal coordination, clearances and procedural controls.
  • Provide oversight and organization to include calendar updating and maintenance for OD senior leadership.
  • Provide timely response to individuals or organizations requesting meetings with OD senior leadership or designates.
  • Work with OD senior leadership and members of the Office of the Director (OD) to vet invitations and determine their relative priority; identify potential schedule conflicts and rearrange schedules.
  • Pace and distribute meetings in calendar based on complexity and physical location while also considering and confirming meeting locations.
  • At least a day prior to meetings, create or obtain agendas or material needed for briefings prior to meeting.
  • Work with staff for the preparation of a variety of requests, such as travel (reviewing travel request non-sponsored and sponsored, obtaining travel approvals and reimbursement), professional service orders, training, reports and various forms.
  • Maintain Executive portfolios including IC organizational charts and spreadsheets that are used to analyze information.
  • Work with staff on the development of executive level reports, correspondence, and memoranda.
  • Compile, review and track official documents and records; utilize records management strategies to ensure that government records are protected and stored according to NICHD and NIH policies.
  • Work with staff on the development or review of reports, organizational changes, records management, or presentations; highlight significant findings and accomplishments of key efforts and programs in the Office of the Director.
  • Develop, maintain and utilize various administrative databases including: SharePoint Site, Intranet and shared drives, CGE, ITAS, DDRMS, NICHD's Records Management System, POTS, Travel Approval, and other APPS@NICHD drives.
  • Work in coordination with others for the day-to-day office operations, including, but not limited to organization and prioritization of tasks, and responding to written and oral communications.
  • Gather and analyze information about processes and programs; prepare reports, letters and other documents for review and input for programs, policies and activities.
  • Coordinate the printing and conversion of paper documents to electronic files.
  • Coordinate and work with other NICHD offices to update Executive Dashboard reports and load to appropriate source (SharePoint, Intranet, shared drives; ensure access to the reports for appropriate staff.
  • Serve as an OD office liaison by establishing and maintaining working relationships with NICHD staff and staff at all levels across the NIH; ensure that requests for action or information are relayed to the appropriate staff; decide whether leadership level should be notified of important or emergency issues.
  • Provide meeting notes for leadership during meetings and prepare daily executive briefing documents.
  • Coordinate meetings, workshops, and courses for staff; schedule conference rooms.
  • Order supplies for Executive Office using POTS; maintain OD procurement records including office procurements and reimbursement procedures.
  • Ensure compliance of administrative operations with various requirements and develop strategies for improving administrative functions by writing a new standard operating procedure (SOP) to serve as the standard for the OD.
  • In leaderships absence ensure that requests for action or information are relayed to appropriate staff; determine the appropriate resolution and communication of emergencies.

 

REQUIREMENTS. The contractor must have:

  • Master's degree in a related discipline; two (2) years of specialized experience plus a Bachelor's degree is equivalent to a Master's degree.
  • Minimum of three (3) years of related experience.
  • Knowledge of preparing NIH travel requests and travel orders.
  • Experience with NIH systems such as ITAS, CGE, DDRMS, and POTS.
  • Knowledge of Microsoft Office Suite (MS Word, Excel, Outlook, Access).
  • Knowledge of NIH procurement processes.
  • Strong communications skills, both oral and written.
  • Excellent analytical, organizational and time management skills.
