Procurement Specialist (ECCN & Oil & Gas)

A Procurement Specialist (ECCN & Oil & Gas) job is available with Kelly Services in Houston, TX. We are looking for a detail oriented, motivated, self-driven individual to lead the development and execution of critical sourcing initiatives, adding value though their breadth of experience, expertise, and established networks. You will lead the development and execution of sourcing initiatives. Develop and execute sourcing strategies in alignment with applicable market sector and commodity strategies. The role includes understanding the local business objectives and desired outcomes, engaging internal customers, understanding options and risks associated with supply chain activities, building supplier relationships in order to achieve superior supplier performance, negotiating commercial terms to deliver best value solutions, and the measurement/reporting of the value delivered.

Responsibility:

  • Work with the relevant market sector and commodity managers to implement sourcing processes to ensure delivery of business plans and market sector/commodity strategies
  • Experience applying for and managing export licenses is also a valuable additional skill set 
  • Develop and execute sourcing strategies in alignment with applicable market sector and commodity strategies. The role includes understanding the local business objectives and desired outcomes, engaging internal customers and building support for the initiatives, understanding options and risks associated with supply chain activities, building supplier relationships in order to achieve superior supplier performance, negotiating commercial terms to deliver best value solutions, and measuring / reporting the value delivered.
  • Working with the relevant market sector and commodity managers to implement sourcing processes to ensure delivery of business plans and market sector/commodity strategies;
  • The development of sourcing strategies in alignment with applicable market sector / commodity strategies and specific business objectives both local and global.
  • Understands business requirements for third party goods and services; - Developing and maintaining knowledge of relevant supply market places
  • Engaging the business and provide guidance on PSCM process and risk management;
  • Manages supplier relationships, engagement and involvement;
  • Leading the full sourcing process which includes development of scope, supplier selection, commercial negotiation, and contract execution
  • Provides on-going contract cost management and risk assessment; - Championing and supporting the deployment of the appropriate purchase to pay solution; - Ensuring the PSCM common processes are implemented, used and continually improved.
  • Coaching less experienced PSCM staff; - Participating in company networks, sharing information, best practices and lessons learned
  • Interfacing where relevant with the Indirect Procurement Operations Centre
  • Effective utilization of IP Procurement Operations Center to deliver sourcing activities
  • Work closely with Service Delivery Leads and Service Delivery Coordinators to assure sourcing delivery to the business stakeholders   
  • This role is responsible for providing subject matter expertise to ensure compliance with export regulations applicable to the international procurement and shipment of materials by company Upstream segment.

Key Tasks:

  • Classify materials for export and provide guidance and assistance to company for classification of materials. Interface with suppliers and/or manufacturers to determine and/or validate classifications of materials.
  • Create, update and maintain a database of classified materials. Monitor and review purchase orders and proposed exports to ensure compliance with export control laws. Interface with PSCM Category Management and Materials Management teams to ensure compliance with export control laws.
  • Assist in developing, deploying and maintaining export control processes, procedures and systems. Provide role-specific export compliance training to PSCM Category Management and Materials Management personnel

Key Qualifications

  • B.S. degree in related fields plus 5-7 years of related experiences, or advanced degree plus 3-5 years of related experiences.
  • Minimum of 3-5 years in procurement, PSCM process and risk management
  • Required experience in compliance with export control laws.
  • Understands business requirements for third party goods and services.
  • Self-motivated team player, Ability for multi-tasking in dynamic fast-pace environment.t
  • Sense of priority and urgency to meet deadlines from different resources.
  • Focus on details and accuracy.
  • Local Candidates and must be US Citizen or Permanent Resident (Green Card) to facilitate access to facilities.
