Job Title: Environmental Permitting Advisor IV


Pay: $80 - 100 per hour depending on experience


Position Summary:
Oversee, coordinate and implement environmental assessment, review, permitting, and approval processes and programs necessary to develop, plan and execute natural gas pipeline maintenance and capital projects. Act as environment lead on small to large maintenance and capital projects. Establish systems to maintain compliance with environmental regulations, to reduce and limit Company environmental risk and liability, and to minimize negative impact to the environment during such projects and associated activities. Act as Company’s technical representative or liaison to governmental agencies, and for consultants or contractors providing services to the Company. Consult, advise on or direct activities on a broad range of environmental review and permitting, and construction-related environmental matters for a variety of energy-related projects, corporate or Business Development initiatives, or new acquisitions.


***MUST HAVE Experience working on FERC jurisdictional projects***


Specific Accountabilities:
• Lead or oversee environmental review, surveys and permitting for capital expansion projects regulated by the Federal Energy Regulatory Commission (FERC) under Section 7 of the Natural Gas Act, FERC blanket certificate projects and the permitting of routine maintenance activities and other projects.
• Lead or provide direct support, advice and assistance to Engineering, Construction Services, Business Development, Engineering, Stakeholder Outreach, Regulatory, Legal and others for all phases of the development and execution of various projects and/or programs.
• Create, update and maintain various environmental compliance documents, contract specifications, technical resource documents, plans and similar.
• Develop and coordinate Company environmental awareness, training, and outreach efforts, materials and resources as necessary to support major project development and execution.
• Establish and oversee construction support processes, such as environmental inspection or monitoring, compliance documentation process and procedures, and ongoing technical support.
• Attend public meetings and open houses as required to support projects.
• Develop post-construction monitoring and reporting approaches, plans and procedures to support successful completion of major projects and smooth transition to operations.
• Establish or maintain successful working relationships with environmental agencies including U.S. Fish & Wildlife Service, U.S. Army Corps of Engineers, State Historical Preservation Offices, and state environmental regulatory agencies where project work is located.
• Hire, coordinate and supervise consultants, contractors, and environmental inspectors.
• Commonly work with other Department staff, Engineering, Construction Services, Business Development, or others.
• Responsible for budgets and work orders up to $2.0 to $5.0M, occasionally larger.
• Geographic area of responsibility potentially includes all of the U.S. in which projects and programs are being developed or underway, as well as being the point of contact for certain for specific issues or areas of expertise.

Work or interact with broad range of Company office and field staff, supervisors and managers, contractors, agency personnel, landowners and the public.

Knowledge, Skills, and Abilities:
• Bachelor’s Degree in environmental, physical, or biological science, engineering, or related field required.
• Minimum 10 years’ experience in relevant environmental applications.
• Ability to comprehend diverse regulatory, scientific and technical issues.
• Ability to communicate to a wide variety of people, including employees, all levels of management, regulatory agencies, and the public.
• Ability to organize and write clear documents and correspondence to various audiences.
• Must be able to work independently and also to coordinate and manage activities requiring the use of environmental consultants or contractors.
